Bug#843777: [Pkg-nginx-maintainers] Bug#843777: temporarily loosen new nginx modules ban until separate module compilation available?

Hello nginx maintainers,

At FOSDEM, we are still hoping to eventually get nginx-rtmp included
into Debian in some way.

The dust of the release has settled a bit. Debian 10 ("Buster")
development has opened up. Some things that were difficult or
impossible before might be easier to push forward now.

Is there anything we can do to (help) make nginx-rtmp in Debian happen?
