Hi,

since the upload of 1.10.0-1, neither oping nor noping work as
unprivileged user (i.e. non-root) anymore.

noping crashes with "ping_send failed: Operation not permitted" and
leaves the terminal in broken state: It doesn't seem to switch the
terminal back properly into scrolling mode. Calling "reset" usually
helps to fix the terminal.

oping exits with exit-code 1 as follows:

~ → oping 192.168.1.232
PING 192.168.1.232 (192.168.1.232) 56 bytes of data.
ping_send failed: Operation not permitted

Downgrading both, oping and liboping0 suffices to fix this issue, so it
was introduced in the 1.10.0-1 upload. (Just downgrading oping doesn't
seem to suffice.)
