My gut reaction is number 2, that packages shouldn't depend on HOME or
SHELL to install correctly.  However, I can't immediately find a policy
reference to point to regarding this.

I'm in the midst of a discussion with the security team now about what
the default configuration of sudo should really be, and how we could
improve the packaging (particularly the stable update) to better
communicate what's going on.
