Julien, that's simply not true. We have been consistently treating FTBFS bugs in the Arch:all autobuilder (either because they actually happened or just because we know they would happen if the package were uploaded in source-only form) as both serious and RC, I specifically asked for such paragraph to be interpreted as including the Arch:all autobuilder.
