I recently took over arpwatch maintenance and I'm working through the list of open bugs. I'm writing you regarding a bug report about arpwatch not starting you filed back in 2012 [1]. Is this issue still present in the version of arpwatch in Debian jessie? I've been using arpwach on Debian jessie myself and did not encounter the problem you described.
