in Debian Jessie, user was able to log in regardless of how the previous session ended up, even incorrectly. Moreover, the session could have been still running and the user was able to log in again on another terminal. In Stretch, this is no longer possible. If session ended up incorrectly (terminal client freeze, or user powered the terminal off without logging in), the user is unable to log in anywhere anymore, even locally on the server.
