I installed dnscrypt-proxy, and modified the config file as included with this bug report. I also modified the systemd service file to listen on 0.0.0.0:53, with the intent of making this service available on my local network. All attempts to start dnscrypt-proxy via systemd failed. It was not until I installed the dnscrypt-proxy-plugins package that I was able to successfully start the service via systemd.
