Bug#859016: yadifa should drop ppc64el -O2 workaround

yadifa should drop fix-ppc64el_ftbfs.patch,
the relevant gcc bugs are now fixed.

There is no need to hurry and change this in stretch,
but for stretch this workaround should be removed.
