I spoke to Robert about this earlier today and of course we would be
very happy to have the most recent version in stretch. Thanks for
suggesting that!
I can file an unblock request -- do you think a link to this bug would
be suitable as a reference given that there is no RC bug that I could
cite as an unblock reason?

As far as the backport is concerned, I can also take care of that as
soon as the sqlite3 dependency is sorted out.
