I'm not sure what you plan to do with this, but I'd like to point out
that two months ago, grub2 maintainers did something similar to what I
suggested for irqbalance :

* Drop build-dependency on libxen-dev, unnecessary now that upstream
has taken a copy of the necessary public headers.

This shows that there are indeed exceptions to the "no redundant code"
rule in Debian.
At the risk of repeating myself, I find it really questionable that such
a low-level package as irqbalance, recommended by the kernel packages
and dealing with the CPU, has a (build-)dependency against Glib, which
has nothing to do on servers.
