atm umockdev can't be built on s390x as it build-depends on xserver-xorg-input-synaptics which is not available on that plattform. As can be seen at [1], the whole Xorg stack is not available on s390(x). Please consider making the build-depends (and the autopkgtest dependency) on xserver-xorg-input-synaptics optional. Packages likes libgudev rely on umockdev and are blocked by that.
