After a wheezy->jessie->stretch upgrade, isc-dhcp-server is reported as failing in systemctl, but the daemon is running. I suspect this could have been prevented with a proper systemd service file for isc-dhcp-server, although that is mostly just a gut feeling. Last activity on this bug was in June 2016. Seems like plenty of time to get a service file into the package.
