Hi,

I talked to NetworkManager upstream about splitting up the VPN packages.
They suggested to move the libnm-vpn-plugin-openconnect.so and the
translations into the main packages. The .so does not have any GTK
dependencies and is e.g. used by nmcli. The translations are uses by
that .so.

I've already made similar changes to the openvpn, vpnc and pptp VPN
packages. See e.g.
