This restriction isn't documented in the man page. Moreover, the
current behavior isn't consistent: When CVSROOT is defined to an
existing repository, the "cvs log" works with any current working
directory that doesn't contain a CVS subdirectory.

Note that the advantage of executing cvs one level above is to do
only one connection for several modules (when they are hosted in
a same CVS repository).
