Note that the root of this problem (licensing on  fmemopen.3) 
has been fixed in upstream man-pages 2.21.  When Debian upgrades to
that release, then the fmemopen.3 man-page can be restored,
and the open_memstream.3 link is useful, and should be kept/restored.
