I assume that the affected ganeti processes are the HVM of running VMs and do not support some sort of gracefully restarts (something like systemctl daemon-reexec does for systemd). Needrestart relys that daemons support restarting using the init system (read: systemctl if systemd is used). Although special restart handlers will be possible in needrestart 2.11 (required at least for sysv-init, systemd and dbus) it is not be possible to restart any daemon if they don't support the init system interface.
