I think we actually have two issues here: 1) missing documentation for how dh-make-perl does the mapping of CPAN distributions to Debian packages (which is primarily with apt-file but also with DPKG::Parse::Available) 2) DPKG::Parse::Available reading the /var/lib/dpkg/available file which doesn't get updated anymore (?). I'm wondering if using DPKG::Parse::Status which reads /var/lib/dpkg/status would make sense. This then only returns installed packages in my understanding but maybe that was the idea of this change?
