I guess that you are referring to this commit: https://anonscm.debian.org/cgit/pkg-perl/packages/licensecheck.git/commit/?id=eee0dfa250409c07fb8369b04e254794f6541389 where Software::LicenseUtils->new_from_short_name is giving you some trouble because you rely on a fallback mechanism that is still Debian specific (PR pending since 2015). For the record, Debian version accepts some more short names than upstream's version. E.g. BSD-3-clause and expat because I believe they are Debian specific. If you think otherwise, feel free to submit a PR upstream.
