Control: tags -1 - patch Hi. I'm not the maintainer of this package but I have an interest in it and am currently considering an NMU to fix bugs for stretch.
To Lukas: thanks for your bug report and the patch. I looked at your patch and I am not convinced that it is the right approach. I think this kind of thing is supposed to be controlled by policy-rc.d. (See /usr/share/doc/sysv-rc/README.policy-rc.d.gz) I haven't (yet) looked at the relevant sources (maybe xen-tools, but maybe debootstrap) to see whether it correctly provides a policy-rc.d but if it does, then the symptoms you describe are probably a bug in whatever particular daemon(s) got started.
