I can't replicate this neither when running dirmnagr as

  dirmngr --options /dev/null --debug ipc,dns -v \
          --log-file socket:// --daemon

nor when bypassing the new libdns:

  dirmngr --options /dev/null --debug ipc,dns -v \
          --log-file socket:// --daemon --standard-resolver

What options do you have in your dirmngr.conf ?
