Hello, thanks for the bug report.

Unfortunately due to several long-standing problems with the existing
SysV init scripts in Debian [0], they have been removed from the quagga
package. Similarly, the watchquagga binary has been removed because its
functionality is replaced by systemd.

Please use systemd with quagga.
