Yes the changes are noted. They are noted in both the changelog (as
you pasted) which points to the upstream changelog that lists the
exact changes if interested. Along with that there is a NEWS.Debian.gz
file (located at /usr/share/doc/fvwm/NEWS/Debian.gz) which also
mentions the most important changes to users, that is the default
config, the removal of modules and switching to the XDG menu and
removing the old Debian menu methods.

I believe if you have apt-listchanges installed the NEWS.Debian.gz
file gets shown to the user during the upgrade (unsure on the actual
details here).
