I suppose there is no hurt in adding it upstream, too; worst case, upstream's completion would offer two sections that don't yet exist. On the other hand, *not* adding it upstream isn't a big problem, either: after all, ftpmasters may add yet more sections before 5.4 upstream is released. So, count me as no strong opinion.
