But maybe the recent changes in sysfs processing in udev broke the rule. First, try removing the symlink to persistent.rules to verify that it actually is what is exposing the bug, then after you succesfully loaded the driver check with something like:
udevinfo -a -p /block/hde/hde1
why it's not working.
A workaround may be to add again this rule:
BUS=="ide", SYSFS{../removable}=="1", DRIVER!="ide-cdrom", GOTO="no_volume_id"
