The status of #832062 is not so clear-cut. I think it's open to
interpretation whether the file in question in that bug report is
actually available for use under a DFSG-compatible license, which is
why I looped in ftpmasters in the bug report (see my reply at [1] for
my understanding of the current situation), but have not received any
sort of response. I'm willing to take upstream's word about the sound
file's DFSG compatibility, but would like to get a ACK/NACK from
someone authoritative (i.e. ftpmasters).

STK cannot migrate to testing until #832062 is resolved.
