   * What led up to the situation?

Using rdflib in a framework that uses python-pkg-resources after having 
installed python-rdflib without recommends (--no-install-recommends)

These two libraries are recommends in the debian package but they 
are stated as required in requirements.txt

Filed a bug on https://github.com/RDFLib/rdflib/issues/671
