The espeak projet has been quite dormant for some time, and thus a fork has appeared, espeak-ng, which is quite active. I have uploaded it to Debian as an alternative to espeak. You may want to switch to espeak-ng, it's very simple: just replace libespeak-dev with libespeak-ng-libespeak-dev in your build-dep. Normally the API, ABI and behavior is compatible, but you'll probably want to test before uploading :)
