Just to clarify: the issue is not that it does not build with libssl1.0-dev, but that it does not build with libssl-dev. Thus the reopening since the bug is about src:bip (not) building with OpenSSL 1.1. Don't know if the new upstream release fixes this, but I assume Kurt and the OpenSSL team will be more than happy if this is the case and the Build-Depends can be switched back to libssl-dev in that course.
