In several package builds, I'm getting messages like these from the debconf
build:

The resulting debconf packages have /usr/share/man/man8/dpkg-reconfigure.8.gz
(at least) in both debconf and debconf-i18n, making them uninstallable
without passing --force-overwrite to dpkg.
