Hi,
have seen this issue too and tried to analyse it hoping for a workaround.
So strace told me quickly that we are waiting for dirmngr. So I tried to
trace that process:
strace -f -p <PID of my dirmngr>
and immediately the gpg command continued to run and terminated successfully.
The next gpg command will hang again - until I stop strace with CTRL-C.
Very confusing.
The issue is not linked to a specific key server. We see it with our internal
one too.
