I don't think it makes sense to package 0.10 as a separate package. Packages
like that are commonly introduced when they have to coexist (several versions
of a library, or an interpreter like Python or Lua come to mind).
Prosody 0.10 is
aimed to replace 0.9, and not to be in parallel with it. So, upload to
experimental,
and eventually to unstable after the release is a way to go.
