Control: tags -1 patch

Dear Maintainer,

In Ubuntu, the attached patch was applied to achieve the following:

  * debian/compat: Bump to 10.
  * debian/control:
    - Build-depend on debhelper (>= 10).
    - Depend on ${misc:Depends}.
  * debian/rules:
    - Switch to dh sequencer.
  * debian/docs: Add README.
