Manpage of dh_installdocs writes:
debian/README.Debian
debian/TODO
These files are installed into the first binary package
listed in debian/control.
Remember the patch you changed the package order in d/control? ;-P
I'll fix this on next release.
or you can fix it by yourself.
BTW. Have you get collab-maint access?
