I assume is on the vagrant-libvirt image on atlas. The vagrant-libvirt boxes are made with vmdeboostrap.
Most probably the problem here is because vmdebootstrap was run in a stretch host, and used ext4 tools which are newer than the ext4 tools of jessie. So we could rebuild the image on a jessie host or I can investigate how to build the images with packer for the next minor release.
