Control: reassign -1 xfslibs-dev
Control: retitle -1 xfslibs-dev: Don't put the .so symlink to /lib/*.so

The root cause of this bug is that /usr/lib/libhandle.a is being used
instead of /lib/libhandle.so
This was already not right before, but now it became fatal.
The correct solution for this bug is:
- move libhandle.so.1 to /lib/<multiarch>/
- move libhandle.so to /usr/lib/<multiarch>/
