/var/log/syslog is not generated by the kernel, but your syslog daemon.
So most likely rsyslog. rsyslog on the other hand gets the log messages
from journald by default. So this is confusing.

Did you at some point start rsyslog by hand, which interfered with
systemd-journald-dev-log.socket?
