I don't have enough knowledge about these files as to create them, but I would accept adding them if you volunteer to maintain them in the future.
While there have been no releases in the past 4 years, upstream still accepts some patches in https://git.linuxtv.org/xawtv3.git. Maybe you could prepare such a file and send it upstream?
