Several of my bug reports have been rejected because the reviewer did not 
accept that "base" and "general" were proper package identifier. The 
messageresponse I received indicated that a package was not the first line of 
the body of the message or did not occur at all. This is not true. And even if 
it were true, why doesn't the Reportbug package ask for and insert the package 
statement at the beginning of the report? Oh, it does???!!!!!??? Why can't the 
reviewer read the bug report as printed by the Reportbug ?

Both bug reports have a package generated line Package: -----, very near the 
top of the message. Why can't the reviewer see it?
