a) ftp-master don't manage buildds
b) What do you think needs to be triggered? The package builds a single
arch:all binary package, which _you uploaded_ alongside the source
package in early August:
seqan | 1.4.2+dfsg-1 | unstable | source
seqan-dev | 1.4.2+dfsg-1 | unstable | all
