I really believe this is a bug in the code generated by
doxygen.

Look at the following simple code example:
        \documentclass{article}
        \usepackage{hyperref}
        \begin{document}
        Here is a link
        \href{http://foo.bar.baz#anchor}{test link}
        
        End
        \end{document}
which works without any problems. Please test it on your machine.

So I don't see a real problem with #, unless some other hackery is
loaded, but this is a problem of doxygen, not TeX Live.

I will close this bug, or reassign to doxygen, according to your
decision. Without hearing from you I will decide to close it.
