It appears that upstream handled the transisiton from Qt4 to Qt5 via QtPy [1]. The latter is now packaged in Debian for Python 2 and 3. Please consider adapting git-cola to use the packaged QtPy, which would allow the package to swiftly transition to the Qt5 stack.
