Could you try with a different owner?

Unfortunately, I can't try strace since slocate is sgid slocate.
And with "strace -u vlefevre -o strace.path slocate bin/browser"
under root, the sgid bit isn't taken into account (I also get a
permission denied even when LOCATE_PATH isn't set).

In my case:

dixsept:/home/vlefevre# ls -l /var/lib/slocate/
total 7116
-rw-r----- 1 root slocate 7273689 2006-01-20 06:26:33 slocate.db

and

-rw-r----- 1 vlefevre spaces 201089 2006-01-09 05:00:25 home.db

for the other database. Note: having it readable by root doesn't
change anything, I still get the error:

slocate: fatal error: Could not obtain information on database file 
'/var/lib/slocate/slocate.db': Permission denied
