We need details, details, details. Which command: apt-get upgrade/install/download/source/changelog/…? Which large package(s)? Is it reproducible? Are you using a proxy? Try running the command with the following options (beware, lots of output) -o Debug::Acquire::http=1 -o Debug::pkgAcquire::Worker=1 At the moment, I can't reproduce this problem at all – we actually even have a bunch of automatic tests checking that partial files are picked up and download continued in various situations, so if you can't provide a detailed step by step guide on how to reproduce this I fear this report isn't actionable.
