It happens before apt is run, so only debootstrap has installed packages at that point. I think ltsp-build-client uses: debootstrap --variant=minbase Perhaps this also doesn't install recommends. I'll do Some quick tests to verify that. At any rate, Wolfgang Schweer confirmed that adding it to the debootstrap includes worked around the issue, although then we'd have the problem of deciding on gnupg vs. gnupg2, and at some point gnupg will disappear. live well, vagrant
