Fair enough. That said, please do bear in mind that -Wl,--as-needed is positional and reversible, so you could apply it only to -latomic by injecting -Wl,--as-needed -latomic -Wl,--no-as-needed into LDFLAGS (perhaps via DEB_LDFLAGS_MAINT_APPEND).
