Not in this case. It was introduced in http://anonscm.debian.org/cgit/collab-maint/ddclient.git/commit/?id=81997149 and bumped in http://anonscm.debian.org/cgit/collab-maint/ddclient.git/commit/?id=9415ee77 to ensure the availability of /lib/init/vars.sh. But this is now in the (required) sysvinit-utils package, so the dependency is not necessary any more.
