I can confirm that I'm experiencing similar behaviour since I upgraded from 2.10 to 2.12. Specifically, when I click the Applications menu, it appears for an instant and then becomes a small empty square, with the menus still 'active' (as in, if I move the cursor over, the Places and Desktop menus open). My observation differs in that the Desktop menu still works fine.
