after purging and reinstalling postgresql-common the user_clusters file
has been missing.

Due to missing file all wrapper-scripts are failing with:

[EMAIL PROTECTED]:~$ psql
Warning: could not open /etc/postgresql-common/user_clusters, connecting
to default port
Error: You must install at least one postgresql-client-<version> package.

Problem was fixed here by manually extracing the map file from .deb and
placing it in /etc/postgresql-common.
