There is no upstart package in Debian unstable anymore, it was removed due
to RC bugs.  So I don't see that there's any moving to be done here.

I don't recall the original rationale for including this in the lsb-base
package rather than the upstart package - concern about correctness of
behavior if upstart was no longer installed but still running as pid 1? -
but if this script should be dropped now you should just drop it.
