I am not saying this is not a bug, and it's not going to be fixed. But in no way this is a security bug, and you can always use php5-mysql as a working alternative.
Also this could be easily fixed by owncloud by changing: 'php5-mysql' to 'php5-mysql | php5-mysqlnd' as they are in full control of their packages.
